NEWS IN: Base Pay Negotiations Likely To Continue Till Mid-Year. Analysing History And Posture Of The Parties Involve

 

According to a news item read on Manuelnewsgh.net, Ghana’s Single Spine Salary Structure (SSSS) was implemented in 2010 with the aimof increasing base pay for all Public Sectors Workers (PSW) who fall under the scheme.

Since its inception, thus From the year 2011 to 2019, base pay has undergone increments without number, with a high of 20% which  happened in the year 2011 and and 10% in 2013, 2016, and 2019. In the year 2014, the Cost of Living Allowance (COLA) of 10% was introduced to replace base pay.

BASE PAY INCREMENTS

20% in 2011, 18% in 2012, 10% in 2013, 13% in 2015, 10% in 2016, 12.5% in 2017, 11% in 2018 and 10% in 2019

In 2014 ,  Cost of Living Allowance (COLA) of 10% was introduced to replace the base pay.

DELAYS IN NEGOTIATIONS

Negotiations for base pay were typically finalized within the effective year of implementation.

Prior to 2016, base pay was tabled and negotiated within the effective year of implementation.

Admittedly, 2012 base pay was concluded in March 2012 with the new salary reflecting in April 2012 and the three (3) months of January, February and March 2012 increments paid in August 2012.

Also, base pay on SSSS for 2013 was finalized in August 2013 with the date of implementation as January 1, 2013.

2021 BASE PAY INCREMENT

The 2021 base pay increment was expected to be concluded and announced in 2020, with the salary adjustments incorporated in the 2021 budget.

However, the impact of the COVID-19 pandemic delayed these negotiations. They were finally completed on July 1st, 2021, with an adjustment of 4% for 2021 and 7% for 2022, representing the lowest base pay increase since the inception of the SSSS.
