New Payroll Guidelines: Procedures for Requesting Reactivation, Reinstatement, Termination, and Resolution of Other Issues

ROUTING OF REQUESTS RELATED TO REACTIVATION, RE- INSTATEMENT, RE-APPOINTMENT, RE-ENGAGEMENT, TERMINATION, AND SALARY ADVANCE AND CREATION OF MANAGEMENT UNITS THROUGH THE HEADQUARTERS OF MOTHER INSTITUTIONS

This is to bring to your attention that from the 22nd of July 2024, all requests for reactivation, re-instatement, re-appointment, re-engagement, terminations, salary advance and creation of management units should be routed through the Headquarters of your mother institutions to Controller & Accountant-General's Department (CAGD) for action to be taken on them.

The need for this notice is to ensure that the Headquarters of these institutions are in the picture as to what is happening to their human resources and payroll management. It should be noted that some Headquarters have complained of letters to CAGD coming from the regions and districts without their knowledge. Any request that is sent directly to CAGD by individual employees, district and regional heads of institutions, etc. without recourse to the directive above will not be acted upon.

We further wish to remind you of the requirement that your various offices/schools/ hospitals should submit their monthly nominal roll of employees on their payroll to CAGD. Kindly note that this nominal roll should be certified by the Internal Audit Sections of the institutions concerned before the submission to CAGD.
