A recent memo from the
Controller & Accountant-General's Department (CAGD) has sent ripples of
concern through Ghana's public sector. The document, dated March 20th, 2025,
reveals a system-wide issue with the Government of Ghana's (GoG) Payroll
System, leading to the suspension of salaries for employees due to
inconsistencies in their National Identification Authority (NIA) numbers.
The CAGD, responsible
for managing the government's payroll, discovered the discrepancies during a
"routine review" of reports. The memo, signed by Sylvester Acquah,
Acting Deputy CAG - Payroll Management, states that "inconsistencies in
the National Identification Authority (NIA) numbers provided by some of the
employees on the GoG Payroll System" have resulted in the suspension of
their March 2025 salaries.
This revelation has
undoubtedly caused anxiety among affected employees, who now face financial
uncertainty. The CAGD is urging Heads of Human Resource (HRs) to take immediate
action to rectify the situation. They are required to submit a staff list
(Nominal Roll) of affected employees to facilitate an investigation and ensure
the release of the suspended salaries.
Furthermore, the memo
directs HR heads to retrieve terminated employees' data from their corporate
emails and submit corrected information, along with explanatory remarks, for
all affected individuals by April 4th, 2025. The data is to be submitted
electronically to specific email addresses provided by the CAGD.
The CAGD has also
provided contact details for Naakie Osam-Sackey and Michael Arku-Kelly for
further clarification, indicating the seriousness with which they are treating
the matter.
What Does This Mean for Public
Sector Employees?
This incident
highlights the importance of accurate data management within the public sector.
For employees, it underscores the need to ensure their personal information,
particularly their NIA numbers, are correctly registered with their employers.
The suspension of salaries, even temporarily, can have significant financial
implications.
